By registering with Southeast Texas Alerting Network (STAN), you provide us with multiple ways to notify you in the event of an emergency that affects Beaumont. This information will remain in the custody of the Beaumont Office of Emergency Management at all times, and will only be used for critical information and emergency notification purposes. You may list landline phone numbers, however, we are most interested in gathering cell phone numbers and email addresses.

This system, combined with our other emergency alert methods, is designed to get emergency messages to the public quickly and effectively.

Emergency Notifications FAQ

The STAN service allows authorized personnel to create and rapidly disseminate time-sensitive messages to every telephone number stored in the notification database. With the STAN service, authorized users can send thousands of messages in minutes. Only authorized officials are allowed access to the system.

Authorized officials record a voice message that is then delivered quickly to individual phones in the notification database.

Any message regarding the safety or welfare of our community would be disseminated using the STAN service. Examples would include: evacuation or shelter-in-place notices, severe weather warnings and updates, hazardous traffic or road conditions inside the city or affected local routes, and any other situation that could impact the safety, property, or welfare of our citizens.

Information from all providers, even previous providers, are incorporated into this system’s databases.

It is our intention and hope that every residence and commercial facility in our community be included in the notification database. The City has access to all phone lines for emergency calls through the 911 system. Additionally, you may request to have a special or cellular number be entered into our database for priority calling.

Yes, we can accept cell phone numbers in the database and encourage you to request that your number be included.

STAN™ is a service of The NTI Group, Inc. (NTI). NTI takes security and privacy concerns very seriously and does not sell, trade, lease or loan any data about our clients to any third party. From a technical perspective, we utilize multiple physical and virtual layers of firewalls to maintain data security. NTI only utilizes secure transmissions with its customers. No confidential information is ever transmitted between NTI and its customers using e-mail or FTP, but rather always utilizes either a VPN tunnel or SSL. Data is hosted in state-of-the-art facilities which require photo identification, thumb-print recognition, keyed access, and are manned 24/7 with full-security personnel. All data is encrypted prior to being placed on tape for offsite storage. NTI also retains an external, independent security firm to perform annual security audits.

There are several varieties of call screening devices which use differing protocols for screening. In general, the system has been found to work with these devices; but, some may require some type of pre-programming to allow our city’s telephone number to pass through. We may conduct periodic test to assure that messages are being delivered to numbers in the notification database.

For non-residents or owners who reside out of our city, you may request a cellular phone number be included in our database to contact during emergency situations.

Should a situation arise that requires us to contact you at multiple phone numbers, we can activate the system to place a simultaneous call to all of your numbers.

For busy signals, the call will be repeated several times in an attempt to reach you. The same is true for No-answer and Call-waiting. If the phone is answered by a message recorder, the message will be left on the answering device. If, after several attempts the call does not successfully go through, the system will stop attempting to call.

Yes, at the end of the message playback, simply press the star (*) key on your telephone to have it repeated in its entirety.

Repeating or looping of messages happens when the system detects excessive noise in the background. This can be caused by loud radio/television volumes, people talking, or busy traffic noise. When you receive the next call, say “hello” once and turn down the volume of your radio/television or press the mute button on your telephone to allow full message delivery.

The STEAR program was developed by the state of Texas to assist local governments with obtaining information on the needs of citizens during an emergency event.

The program provides detailed information on citizens who may have disabilities and require additional assistance during an event or who have transportation needs.  The information can be used for preparedness and response activities.  This program is free to local governments and individuals.

Emergency Assistance Registry FAQ

Yes, each individual who needs assistance during an emergency event must register to register. Nursing homes or assisted living facilities should fill out the “facility form” rather than the individual form.

With their permission, a family member or volunteer can register another individual through 2-1-1 or by filling out a registration form.

Your information will be kept in the system for 1 year. You should re-register after that time period.

You should contact 2-1-1 to re-register if you move or no longer need assistance. You can also contact your local Emergency Management Coordinator to be removed from the system.

No, your information will be provided to participating local governments for their use in developing emergency management plans and to assist them in preparedness and response activities. Each local government uses the information in different ways and registering in the system does NOT guarantee that you will receive additional assistance during an event. Contact your local Emergency Management Coordinator to determine their level of participation in this program.

  1. You will not receive confirmation from the State if you register. If you fill out the form and fax or e-mail it to the contact information on the form and they have questions or cannot read your writing, they may contact you to clarify the information. In addition, a local government representative MAY contact you to confirm that they have the correct information or to clarify information provided.
