November 21, 2016 at 12:14 AM, an officer was patrolling the area of Lucas near Eastex and saw a vehicle stopped in the roadway. He approached the vehicle and noticed a small child in the arms of an unconscious woman. He tried to make contact, the woman woke up and sped off. The woman was finally apprehended when she went straight on Laurel, jumped the curb, went across several lanes of interstate traffic and crashed into the concrete interstate divider. Officers were able to separate the mother and child, and place the mother in custody. She was identified as Joinae Loreal Powell, 25 year old Beaumont woman. She was transported to the hospital, cleared by hospital staff and then transported to JCSO where she was booked in for Evading Detention with a Motor Vehicle and DWI with a Child Passenger.
The child was three years old was not injured. CPS was notified and the child was released to a family member.
